New York City Local Law 87 mandates that buildings over 50,000 square feet file an Energy Efficiency Report (EER) with the Department of Buildings. The EER consists of an ASHRAE Level II energy audit and retro-commissioning study of base building systems. The intent of this law is to inform building owners of their energy consumption through energy audits, which are surveys and analyses of energy use, and retro-commissioning, the process of ensuring correct equipment installation and performance.

What is an energy audit?
An energy audit is a systematic process of identifying and developing modifications and improvements of the base building systems. These include, but are not limited to, alterations of these systems and the installation of new equipment, insulation or other generally recognized energy efficiency technologies to optimize the building’s energy performance and achieve energy savings.
